The proceedings of the Council are ultimately decided in the plenary session, which can open with the presence of more than 1/3 of the registered members. The passage of bills, except in special cases, requires a majority attendance of members and a majority vote of the members present. Any members wishing to speak must obtain prior approval from the chairperson; members may then ask questions, make supplementary speeches, speak out on the proceedings, and present their personal opinions.
The chairperson has the right to vote, and in the event of a tie, the matter at hand is regarded as rejected.
Plenary sessions are open to the public. However, in cases where more than 1/3 of the members make a proposal, and more than 2/3 of the attending members agree, or the chairperson approves, to maintain social peace and order, the plenary session will be closed.
Bills submitted to the Council shall not be scrapped on the grounds of failing to pass through the Council during the session in which it was submitted, provided that the foregoing shall not apply if the relevant Council members' term of office has expired.
A bill rejected by the Council cannot be proposed or submitted again during the same session.
